"Mottos" on the Rochdale

Spotted on the Rochdale, at Rochdale

I was fascinated to see these "mottos" or phrases at Moss Lower Lock in Rochdale - can anyone tell me more about them?

On an off-side wall just above the lockmotto

On the bridge below the lockmotto

This bridge is really two bridges - 59A and 60, as can be see clearly in this photo. I think that the motto is on the old bridge.

Are these new additions during the restoration or have they been there since the canal was used for freight?
